When this card is Normal Summoned, if you control no other monsters: You can Special Summon 1 Level 3 or lower “Galaxy” Effect Monster from your Deck, but its effects are negated.
1)so galaxy can now access to rank 3?(even this is a bad idea)
2)can summon Galaxy Mirror Sage and Galaxy-Eyes Cloud Dragon with this effect.
3)not very great, just a card come from anime

yea, galaxy decks don't need and often don;t have room for rank 3 decks. at least my build barely has room for my Cyber Dragon Infinity Tech which is op as fuck when u get infinity and felgrand out the same turn. But back to the point, rank 3s aren't really useful in the galaxy play style, which is essentially get high rank xyz monsters and beatdown ur opponent.
