For this HW,all you must do is simply breakdown the new banlist and give feedback on what you think will be relevant decks/side cards.However here's the catch,your post must be at least 200 words long and must be very detailed.

Well, I'm going to start with the banned cards on the banlist, to the limited card, et cetera.
Apoqliphort Towers, this card was a one-hit-wonder in Euros earlier this year because of how unexpected and relevant the effect of "Unaffected by monsters with a lower level or rank than this card and unaffected by spells and traps" was. Yet, later in the format, the card wasn't at all hard to deal with due to the many possibilities in every deck. I think this card was an idiotic ban and it easily could of stayed at three because of the ease of ridding the card from the duel. Now, onto Shurit, Strategist of the Nekroz. Banning this card completely changes the tempo of the Nekroz deck; the deck can't easily summon large monsters ( and recycle Shurit ) anymore, so it loses a significant amount of speed because of how hard it is to manage the new resources. This was an excellent hit due to Konami's belief in power creep; that less powerful decks or less desirable decks get hit and/or weakened by the banlist to make way for newer decks that can make more money for Konami. So, this was a good hit for both the players and Konami alike. El Shaddoll Construct. This card was the go-to card in Shaddoll decks and one of the main components for deck-thinning and throwing away undesirable cards or cards needed in the grave. This kills the deck with this ban because of how difficult it is to keep consistency and El Shaddoll Construct was the only way Shaddolls could get over most cards; it has no way of say getting over Kozmo Dark Destroyer without Construct and simply cannot compete if it can't get rid of monsters consistently while building boardstate. This also attributes to power creep; moving less powerful or undesirable decks to the side to make room for the new decks. This was a ban that greatly hurt the Shaddoll deck, but the ban itself didn't make the deck completely unplayable, just uncomparable to new meta; it will stay as a rogue deck unless Construct makes a return. Evilswarm Exciton Knight was a completely idiotic ban; this card was not used (in most cases) to push for a game-winning play; Exciton Knight was primarily used in desperation and used to try to make a come-back in a seemingly dead game. It was a come-back card, but as shown in the past, Konami has always had trouble with cards that could destroy 3+ backrow at a time without any seeming consequences. I understand why Exciton was banned, but it was a completely unneeded ban.
Onto the "Limited" cards. Qliphort Scout was an understandable hit; it's a continuous searcher with little to no drawbacks (depending on if you actually believe lifepoints to matter greatly in this format). Once again, this hit attributes to power creep as well, though. Konami wanted to try to make Qli unplayable, but despite hitting their searcher again, the Qli deck is still playable. The hit on Scout was calculated, but not entirely thought through; Qli are harder to play, but still playable. If Konami wanted to kill Qliphort, they would need to ban Scout (Instead of Towers).
Graff and Mathematician; Graff was hit because Burning Abyss was simply running too rampant; Burning Abyss was arguably the best deck during the last format because of the consistent resource recycling and management; most decks simply cannot keep up. Graff was hit to limit the access of Cir ( Which we'll talk about later in this exert ) from the deck. Burning Abyss had access to numerous floodgates and tricks with multiple cards whereas other decks (Such as Nekroz) could play basically zero floodgates. Burning Abyss was being hit not for power creep this time, but for actual level of power; Konami hit BA enough so that they wouldn't be the top deck, but they would still be playable in the current meta. Konami expects Burning Abyss to see play, hence why they didn't simply ban Dante and hit the problem at the source instead. Mathematician was overkill for Burning Abyss and Shaddolls so that they couldn't have similar consistency to what they did before.
Brio and Unicore were both hit to stop the consistency of Nekroz and help power creep to rid Nekroz of the crown of one of the top decks as they had before; Ulti-Cannahawk put to one was a questionable hit because even with one Ulti-Canna, the deck still has the insane amount of consistency it had before; the deck honestly only needs one Ulti-Canna, where two or three is very useful in its own sense, but it isn't required. The deck of Ritual Beasts is all-around horrible in the newer meta due to Majespecters not being able to be destroyed by opponent's card effects and Kozmo summon monsters when destroyed, so the main components/effects are rendered useless in the current meta. El Shaddoll Fusion's hit was simply overkill like Mathematician to try to move the deck into obscurity; it was unneeded, but it helped in killing Shaddolls to a point of no return. Reinforcement of the Army was hit in an attempt to keep Satellars at bay because Tellars were a deck waiting for its moment to shine again; they would thrive in the new meta because of the ease of access to cards such as Triverr and Ptol. With Rota at one, it hinders Tellars, but it doesn't hurt Tellars to the extent that they were unplayable.
Now onto Cir, Malebranche of the Burning Abyss. This card was one of the main components of recycling in the Burning Abyss deck. This shows the level of reassurance Konami has given to the BA players. Konami still wants BA to live, so they give one of their main components alive and they had yet to ban Dante. So, Konami still wants to make money on BA and BA will continue to see play in the current meta.
The cards taken off the list were taken off because the decks they attribute to are irrelevant and won't see anything happen in the new meta.

The relevant decks in the current meta (Until new sets will be released) will be Majespecters, Kozmo, Burning Abyss, some PSY-Frame decks and some Infernoid decks until other sets are released. The side decks (For most decks) will consist of cards that hinder the relevant decks; Imperial Iron Wall (For Infernoid and Kozmo), Fairy Wind/Horn of Heaven(s) (Black Horn, Grand Horn, Regular Horn) will be sided if they're not mained in the current meta decks. Chivalry is seeing play for the Kozmo mirror match. Kozmo will be siding Royal Decree for both Majespecter and Burning Abyss in the meta; and Space-Time Trap Hole will see play in the side of every deck if not the maindeck of every deck. Most of the other cards in side decks will be preferences.
